Resettlement Training Programmes for Junior Commissioned officers / Other Ranks and their equivalent from the other services are carried out under the head JCO/OR Training. The training courses are conducted in diversified fields for a duration of upto one year in government/ semi-government and private institutes spread all over the country. These courses are conducted free of cost to the JCOs/OR and the course fee is paid directly to the Institutes through the DGR budget allotted by MOD. The course duration is treated as Temporary Duty and JCOs/OR and equivalents are permitted to avail Free Railway Warrant for the journey to and from. The details of courses are published each year through a brochure distributed down to each unit and Zila Sainik Board and is also uploaded on DGR website. The salient fields covered are Security Services, Fire & Industrial Safety, Airline Services, Computer & IT including 'O' Level courses, Hospitality & Tourism, Agri based courses, Management Courses, Vocational & Technical courses, Medical & Healthcare courses and other Miscellaneous courses such as Library & Information Science, Legal Assistant and Seafaring etc. Apart from these, 4 weeks duration courses of Assistant Security Officers and DOEACC CCC are conducted at all the Regimental Centres for retiring pensioners to hone up their skill. All the training courses are reviewed every year based on the need of Industry, re-employability and feed back received from Service Headquarters. For the training year 2013-14, a number of new courses including high value courses having better employability prospects in various sectors have been proposed in the training programme 2013-14 and would benefit the retiring personnel.
ADMINSTRATIVE RESETTLEMENT TRAINING - JCOs/OR, EQUIVALENTS & ESM
(a) Eligibility
JCOs/OR and their equivalent of the three Services are eligible to undergo resettlement training as mentioned below:-
- Serving JCOs/OR in the last two years of service and should not have undergone any other DGR sponsored course
- Retired/Released JCOs/OR fulfilling the criteria to be an ex-servicemen up to five years from the date of retirement/ release or up to the age of 60 years, which ever is earlier, provided they are not re-employed in any Govt/ Semi Govt post and have not undergone any DGR sponsored course while in service.
(b) Application for Courses
- Serving JCOs/OR of Army shall forward application form in duplicate to IHQ of MoD(Army) (CW-5) through concerned Record Office. For courses being conducted at Regimental Centres, applications will be forwarded by the Regimental Centre to IHQ of MoD (Army) (Ceremonial & Welfare-5/AG's Branch).
- Serving JCOs/OR of Navy and Air Force shall forward application form in duplicate to Naval HQ (DESA) through CABS and Air HQ(DPA) through Air Force Record Office respectively.
- To apply for a DGR sponsored resettlement course, retired JCOs/OR shall forward application form directly to Training Directorate at DGR, duly countersigned by an officer of the concerned Directorate of Sainik Welfare (states)/Zila Sainik Welfare Office where the JCOs/OR is registered. Attested copy of Discharge Book is to be attached with the application*. For course related to an ESM scheme, a JCO/OR shall apply to the respective Zila Sainik Welfare Office, the details being processed through Department Sainik Welfare(State).

(c) Distribution of Course Vacancy
- Vacancies for a course shall be distributed in accordance with the existing policy in the raio of 60:20:20 between Army, Navy and Air Force. However, for courses specific to Army/Navy/Air Force personnel, the ratio if any will be altered in consonance with the requirement of three service HQs, any alteration in the existing ratio will be approved by Department of ESW, Min of Def.
Short listing of JCOs/OR
In view of the different personnel / HR policies of the three services, the short listing of serving JCOs/OR will be executed by respective service HQs and list of short listed personnel will be forwarded to DGR.
ADMINSTRATIVE INSTRUCTIONS FOR JCOs/OR & EQUIVALENTS ATTENDING RESETTLEMENT TRAINING
- Service HQs must forward the Nominal Roll of personnel detailed on course to Training Director of DGR of DGR at least 30 days before the commence of the course.
- It is the responsibility of Service HQs to ensure that an individual detailed for a course meets the Eligibility Criteria, where applicable.
- Personnel are NOT to plan any leave during the training period. However, in compassionate cases, casual leave may be availed with prior sanction of the unit where the individual is attached under recommendation from the Institute from where he is pursuing the course. The director of the Institute will forward leave application as per format attached. The leave will be admissible as under:-
- A maximum of three days leave during courses of up to three months duration.
- A maximum of five days leave for courses of more than three months and up to six months duration.
- A maximum of seven days leave for courses of more than six months duration.
- All personnel are attached to the nearest Service Unit for their administration and discipline. Movement Orders will be addressed to the local Station HQs. Respective Service HQs will deal with all administrative problems in respect of personnel detailed on courses. Arrangements for boarding and lodging in respect of the service personnel detailed for the pre-release courses, will be the responsibility of respective Service HQs. In case any PBOR utilizes the boarding and lodging facilities provided by the training Institute, then they should be prepared to pay for the services, in accordance with the policy of the Institute.
- Courses being conducted at Regt Centres will be monitored by officers of Regt Centres and a feedback forwarded to DGR, on completion of the course. On termination of the course, a nominal roll of the participants will be forwarded to AGs Branch (CW-5)/DESA/JDPA(RC)
