All officers of three Services falling in the following categories in order of preference are eligible to undergo resettlement training :-
- Serving Officers
- Retired/Released officers fulfilling the criteria of Ex-Servicemen as defined by the Department of Personnel & Training.
- The eligibility to undergo resettlement training for officers retiring after 8th September, 2009 (the date of issue of amended policy) will be 3 years;
- Officers retired before 8th September, 2009 will be allowed to undergo resettlement training upto 5 years. This is valid up to September, 2014 after which no officer will be eligible as per old policy;
Officers not eligible for training are as follows
- Those dismissed from service.
- Those who have resigned their commission.
Serving Officers (Permanent Commission):
Serving officers fulfilling the terms and conditions as mentioned below shall be eligible to undergo resettlement training courses through DGR:-
(a) 24 Week Management Courses:
- Should be in the last year of service
- PMR should have been approved in case not superannuating.
- Should be superannuating / released within three months on completion of course.
- Should not have undergone any other DGR sponsored course.
(b) Other Courses:
- Should be in the last two years of service.
- Can undergo courses up to a maximum duration of 89 days. It can be one course of 89 days or more than one course of shorter duration subject to a total of 89 days.
- Should not have undergone 24 week management course.
Retired Officers (Permanent Commission):
Retired officers fulfilling the terms and conditions as mentioned below shall be eligible to undergo resettlement training courses :-
(a) 24 Week Management Courses:
- Should fulfill the criteria to be eligible as Ex-Servicemen.
- Should not be re-employed in any Govt/Public/Pvt Organization
- Should not have undergone any other DGR sponsored course.
(b) Other Courses:
- Should fulfill the criteria to be eligible as Ex-Servicemen.
- Should not be re-employed in any Govt/Public/Pvt Organization.
- Should not have undergone 24 week management course.
- Officers who have undergone resettlement training courses sponsored by DGR during service will not be eligible to undergo another re-settlement course.
Short Service Commissioned Officers (SSCs & WSES):
Short Service Commissioned Officers fulfilling the following terms and conditions shall be eligible to undergo resettlement training courses :
(a) SSC officers are eligible to undergo Resettlement Training Course on completion of ten / fourteen years of initial contractual service or after declaration of board result for Permanent Regular commission, under the following conditions and in order of preference as mentioned below :-
- An officer not granted Permanent Regular Commission.
- A non-optee for Permanent Regular Commission.
- SSC officers on extension are eligible only in their last year of service. Officers on extension, who are permitted to take premature release as per their terms of service, may apply on approval of premature release.
(b) Officers, who have undergone resettlement training courses sponsored by DGR during service, will not be eligible to undergo another re-settlement course.
Application for Courses:
- Serving officers should forward application forms in duplicate through IHQ of MoD(Army HQ) (concerned MS/controlling group & MS-7(B)), Naval HQ(DESA), Air HQ(JDPO Placement Cell) as applicable.
- The application forwarded to DGR will be endorsed with date of Superannuation/PMR.
- Retired officers should forward application forms directly to training directorate DGR, duly countersigned by an officer of the concerned Directorate of Sainik Welfare (States)/Zila Sainik Welfare Office, where the officer is registered. Attested copy of PPO/ Release Order is to be attached with the application.
- Advance copy of the application need not be sent to DGR. Enclosures other than those mentioned like Bio-Data/CVs, Degree Certificates are not required to be attached
- Applications of only eligible officers shall be forwarded by the Service HQs/Directorate of Sainik Welfare (States)/Zila Sainik Welfare Office.
Distribution of Course Vacancy:
Vacancy for a course shall be distributed in accordance with the existing policy in the ratio of 60:20:20 between Army, Navy and Air Force. However, for courses specific to Army/Navy/Air Force personnel, these courses will be identified and ratios allocated by the committee comprising of MoD and DGR representatives and representatives of three services.
Short listing of officers:
In view of the different personnel/PR policies of the three services, the short listing of serving officers will be done at the Service HQs itself and the list forwarded to DGR. Short listing of retired/released officers of the three Services will be done at DGR as per the norms and guidelines in vogue.

Course Duration Covered As Duty:
Govt of India vide their letter No.HLC/15.27/DGR/Trg/85(Res)-8d(Res)/972/DO-II(Res) dated 28 Apr 1986 has accorded sanction under which Service Officers, undergoing Resettlement Training organized by the Directorate General Resettlement are treated on a Temporary Duty upto a maximum period of three months. If an officer has availed T/D for any such course sponsored by the DGR, the period already availed will be counted towards three months. However, this period can be availed at a stretch or in parts. All officers undergoing Resettlement Training Course are attached to a Service unit nearest to the training institute. The attachment will be the responsibility of the respective Service HQs. Specific six months courses on management have been introduced for which the period of temporary duty has been increased to six months vide Govt of India letter No.5023/Policy/DGR/Res-8/US-II/D(Res) dated 23 Mar 2004.
Course Fee:
40% of the course fee is paid by the officer directly to the institute at the time of joining the course. Balance 60% is paid to the Institute on termination of course through PCDA (HQ).
