Introduction:
Welfare of the Ex-Servicemen and their dependents is the joint responsibility of the Centre and the States/ UTs. The State Governments have their respective Directorate of Sainik Welfare/Rajya Sainik Boards (RSB) and Zila Sainik Welfare Offices/Zila Sainik Boards (ZSB) in the country. Government of India decided to support the functioning of RSB/ZSBs of the various State Govts/UTs by providing 50% expenditure towards the expenditure on pay and allowances and office expenditure for operation of RSBs/ZSBs from the DSE Budget w.e.f 01.01.1976.
Present status:
The expenditure on establishment of RSBs & ZSBs is presently shared between the Centre and the States / UTs on 75:25 basis for the special category States (Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Tripura, Sikkim, Uttarakhand, Jammu & Kashmir and Himachal Pradesh) and 60:40 basis for rest of the States. The expenditure of RSBs/ZSBs is met from the State budget and later reimbursed after audit by C&AG and authorisation by competent authority at MoD. The Central share is presently provided in terms of Policy Letter No.9(1)/100%/CS/2010-11/KSB/D(Res) dated 15.3.2011
